Evidence-Based Research on Access to Justice for Children in Street Situations








Description
Scope of Work
The consultant(s) will:
a. Conduct a desk review of existing legal and policy frameworks, literature and previous research.
b. Collect primary data through key informant interviews (KIIs), focus group discussions (FGDs) and surveys with:
i. . Children in street situations (both in contact with the law and not)
ii Police officers (especially from child protection units and OCSs of high-contact areas)
iii Judicial officers, probation officers and children’s officers Social workers, paralegals
iv civil society actors.
c. Analyze police and court records, where accessible, on arrests and prosecutions of children on selected petty offences.
d. Identify patterns of abuse or systemic weaknesses in the child justice system related to children in street situations.
Methodology
The research should adopt a mixed-methods approach combining qualitative and quantitative tools. Child-sensitive, participatory techniques must be used when engaging children.
Deliverables
a. Inception report with methodology and tools: A detailed document outlining the survey’s methodology, proposed data collection tools and work plan.
b. Draft research report for validation: A structured review of the draft report, involving key stakeholders to validate findings, ensure accuracy and refine recommendations before finalization.
c. Final research report: A comprehensive document presenting the analyzed data, key baseline indicators, conclusions and actionable recommendations for project advocacy, implementation and monitoring.
