Senior Programme Officer








Description
Key Duties and Responsibilities
Under the direct supervision of the Programme Manager and in close coordination with relevant persons and programmes, the Senior Programme Officer will be responsible for supporting the implementation of programme activities; namely:
1) Thematic Priorities Management
• Responsible for ensuring the execution of the appropriate activities under the assigned thematic strand(s) and priority areas in the HARP annual workplan;
• Responsible for budget tracking, monitoring and appropriate spending (with approvals from the budget holder) for the assigned priorities;
• Managing and updating the workplan and proactively engaging in programme strategy;
• Providing proactive input into strategic direction, monitoring and learning towards the substantive growth of the Climate peace and security thematic area;
• Ensure internal communication updates and engagement with other internal LPI programmes as appropriate to the assigned priorities.
2) Research and Policy Analysis
• Conduct relevant, high-quality desktop and field research on themes related to HARP and LPI as a whole;
• Support the Programme Manager in leading high quality programme deliverables (i.e. research publications, social media visibility) and activities related to the assigned additional priorities;
• Stay up to date on policy processes, actors, and frameworks related to HARP and LPI’s work;
• Draft and edit research proposals, concept notes, opinion pieces, research and background papers, policy briefs, and donor reports;
• Coordinate with LPI’s communication staff to ensure research and policy work is translated for, and presented appropriately for target audiences;
• Support the design of context-suitable, innovative research methodologies and tools, including participatory and collaborative methods for generating knowledge and evidence;
• Present research findings and facilitating discussions on topics of relevance to the programme;
• Review research outputs and provide feedback to LPI’s other programs, as requested; and
• Support and consistently strive for research excellence, programmatic effectiveness, and learning in LPI’s conflict transformation work in the HoA.
3) Representation, Networking and Policy Engagement
• Represent LPI in external multilateral dialogues, intergovernmental forums and institutions and ensure coordinated, credible, relevant and high-quality participation in cross-cutting multilateral processes and forums;
• Maintain and nurture relationships with partners and external stakeholders related to the assigned thematic priority areas;
• Develop, nurture, and maintain relationships with key institutions, leaders, civil society, the private sector, and the media who are relevant for the LPI’s policy work;
• Identify new actors of relevance to advance LPI’s policy goals, especially at the regional level; and
• Engage with external and internal stakeholders on LPI’s policy goals and then advise leadership on engagement opportunities;
• Tracking and mapping of regional stakeholders relevant to TJ&R initiatives.
4) Admin, Logistics, and Management
• Provide a supportive role that includes completing all quality HR requirements for management;
• Collaboration and coordination with all team members, partners and stakeholders to ensure smooth quality implementation of all Programme deliverables;
• Professional communication within the HARP team, LPI more broadly and with LPI’s partners and external actors associated with the assigned priorities;
• Oversee logistics support in conjunction with internal and external meetings, workshops, and training among the different components of the programme and project activities;
• Support the Programme Manager in fundraising efforts for the programme including the development of new programmatic opportunities, project proposals and initiatives;
• Contribute to a rigorous learning process aligned with the programme’s monitoring, evaluation, and learning agenda;
• Provide coordination, facilitation, and assistance to external researchers, fellows, and consultants working with LPI, as necessary;
• Support financial reporting submissions related to assigned thematic priorities; and
• Participate in and contributing to other tasks as assigned by the Programme Manager, as needed for the implementation of the HARP and other relevant LPI programs.
