Individual Consultant for a Gender analysis ACCEL Africa

Scope of work

1. Desk Review:

• Review ACCEL Africa project documents (design documents, evaluation reports, M&E frameworks, progress reports) with a focus on gender mainstreaming aspects.

• Review national gender and child labour policies and laws relevant to Nigeria’s cocoa and artisanal small-scale gold mining (ASGM) supply chains.

• Review relevant ILO Conventions (notably C156 and C183) and international good practices on gender integration in supply chains and child labour elimination programmes.

• Identify and summarize good practices and lessons learned from similar projects to inform ACCEL Africa’s gender mainstreaming strategy.

2. Field research:

• Design and finalize qualitative and quantitative data collection tools for this analysis (e.g., interview guides, focus group discussion frameworks, survey instruments) with a gender-sensitive lens.

• Conduct interviews, focus group discussions, and consultations with project beneficiaries, community members, members of the State Steering Committee on Elimination of Child Labour (SSCCL), workers' and employers' organizations, female groups, male groups, local authorities, and other relevant stakeholders in Ondo, Osun, and Niger States.

• Ensure data collected reflects the perspectives of both women and men, and captures intersectional factors (e.g., age, ethnicity, socio-economic status). 3. Gender mapping and data analysis:

• Map roles, responsibilities, power relations, access to resources, and decision making processes for women and men in the targeted supply chains.

• Analyse differences in how project interventions have impacted women and men, including any unintended negative consequences. • Identify gender-specific barriers, risks, and opportunities affecting the achievement of project outcomes.

• Highlight cultural, social, or institutional norms influencing gender roles within the communities and sectors targeted. Highlight intersectional issues such as age, ethnicity, cultural bias or inclinations and issues and socioeconomic status.

4. Development of recommendations:

• Based on the findings, develop clear, actionable recommendations for integrating gender considerations into project activities, partnerships, monitoring and evaluation, and communications.

• Identify capacity-building needs for project beneficiaries, implementing partners, and project staff to strengthen gender mainstreaming.

• Provide practical guidance on how future project interventions can promote women’s empowerment, support equitable family decision-making, and foster male engagement in gender equality.

• Suggest how the project interventions can improve care work at the family level and the equal distribution of unpaid work.

5. Validation and reporting:

• Present preliminary findings and proposed recommendations to project stakeholders for validation and feedback.

• Finalize and submit a comprehensive Gender Analysis Report, including an Executive Summary, Methodology, Findings, Gender Mapping outputs, and Practical Recommendations.

• Ensure that the final report provides a clear roadmap for integrating gender equality considerations into ongoing and future ACCEL Africa interventions in Nigeria and how these could be applied to other ACCEL Africa target countries and supply chains.
